Community-oriented Policing Talk By Ydh Dato’ Tun Hisan

On the 24th May, 2011, at the JM Bariani restaurant in Puchong, IOI Boulevard, the RA Chairwoman of Puteri 11, Ms. Alice Choo organized a luncheon for the Chief Police Officer of Selangor, YDH DCP Dato’ Tun Hj Hisan Bin Hj Tun Hamzah, OCPD Serdang Supt. Abdul Razak Elias, and Chairperson of all the various neighborhood in Bandar Puteri Puchong.

Among the many guests present were residents and associates including Mr Eric Chew from Rukun Tetangga Gasing Indah to join together with all the Chairperson of Resident Associations in Bandar Puteri Puchong in this special lunch.

The meeting focused on evolving concepts of community-oriented policing program in helping all the neighborhoods to move towards a common goal. The predominant themes consists of the police and community working together creating solutions to the indigenous problems plague their community and implementing programs to solve these problems.

It is through this cooperation that these communities will able to actualize the true sense of the term community like what Residential Association Bandar Puteri 11 (Puchong) and Rukun Tetangga Gasing Indah has done.

During the Press Conference, Dato’s Tun Hisan shared on various ideas currently which are transferring into action and workable programs by the IPK Selangor. He stressed on intensifying community in allowing the public to access to information and knowledge about PDRM initiatives to engage the communities in creating an increasing proactive mindset in what he termed as, "partnership policing".

Dato’ Tun Hisan has reminded his officers to take their step forward to win the confidence, the hearts & minds of the people in this strategy shift as a road map to go beyond management and hierarchical structures to begin to effect the positive change.

During the lunch the CPO Dato’ Haji Tun Hisan confirmed the importance of the good friendly and continuous relation with the people is the only way to effectively fight crime and build a safe and secure environment.

He also highlighted that people should report immediately to the police any suspicious activity. He explained that this kind of information is covered under the definition of SAR (Suspicious Activity Report). He also added that people should be able to and need to identify the correct department to give the information to the police.

IPK Selangor has also created a new magazine "BEYOND" (available at police station) which has the purpose to help police to go beyond its normal expectations and to help the public to understand more about the roles and functions of the PDRM in the integration between the police and community.

Dato’ Haji Tun Hisan explained to reporters that the Mounted Unit (Unit Berkuda) which are patrolling along the roads in Bandar Puetri has a better visibility of monitoring the activities in the vicinity itself. Also, the Mounted Unit (Unit Berkuda) can bring strong positive outcome in encouraging children’s natural curiosity in a fun and educational way about horses and the adults would too in turn developed close connection with the police officers who serve in their communities as well.

The Selangor CPO updated the audience about the landslide issue requesting residents to report any abnormal falling of trees etc, as generally speaking such phenomenon could be a sign of a possible landslide. The event was warm and informal. This is a success story to confirm that there is no limitations to a neighborhood wanting to involve in such smart partnership with police together will no doubt reduce crimes and in helping to restore social order for their community.
