New Guard Stand Located At Primrose Area

Dear residents,

RA is absolutely very grateful to Mr. Chan of Road 12 to have been very thoughtful and generous in sponsoring a stand to shelter our patrolling guards from rain and for their short rest.

Also we do owe our thanks to Mr. Choong of Road 8 to have generously contributed Rm 2,500.00 to build the guardhouse at the access road, which is almost ready. Photo will be posted on blog and on our BP 11 FB for your viewing. Please watch out for the grand posting!!!!!

Lastly we have to thank Mr. Lim of Road 7 to have promised to install a manual barrier gate that is considerably costly at the access road to safeguard our Taman. RA is still trying to obtain the best deal for our resident.

Trash Disposal

Dear Residents,

In view to have our Taman cleaner, RA is asking for your kind cooperation for:

  1. To pack all the sort waste in a trash bag and tight it up so that it will not be messed up by the strayed cats or dogs.
  2. Pack all the leaves or grass after trimming in the garbage bag and place it at your doorstep trash bin and not at the road side.
Note: Pointer 2: It must be light and easy for disposal.
It allows quicker clearance and no accumulation of trash (as per MPSJ Perkhidmatan request)

ALL BIG BRANCHES OR TREE TRUNK MUST BE PACKED AND PLACE AT THE ROAD SIDE FOR THEIR CLEARANCE TWICE IN EVERY MONTH.

If Contractor fails to do so or late in clearing the road trash, please forward your complaint to mpsj@mpsj.gov.my copy to me as I will help you to follow up.

RE:  DIRTY ENVIRONMENT OF PUTERI 11

With reference to our numerous complaint pertaining to the unpleasant and dirty environment in and within our Taman.

Firstly, we are enclosing you the photos taken throughout our Taman to prove you the dissatisfactory condition on the cleanliness which have led to an unpleasant sight of it.

We again would like to bring to your attention that the cleanliness condition in our Taman is getting from bad to worse; hence it is completely haphazard even though we have not been failing in voicing out to you our discontentment.

As matter of fact the Contractor did adhere to their schedule sending us the sweeper once every 2 weeks but the way and the utensil used to sweep the street is considerably inappropriate and unsuitable for a good cleaning.

Not only they put on a deaf-ear to our advices, they are also a “slow-motion’ workers whereby it took them almost the whole day to complete only  1 or 2 principal roads and thus far have never swept any of the services road  (please see photos enclosed).

We doubt very much that they will make a better improvement as we fear that they are unwilling move forward in progressing any changes in their working attitude since we have tried approaching them with advices and nevertheless no one ever came by either to supervise on the worker or on the condition.

We urge you to seriously look into this complaint of ours as all residents are frustrated with such irresponsible and lazy attitude of the workers.

We look forward to have a clean and liveable environment as before.

IN BRIEF: -    

This meeting is with an intention to address the current emergence of barriers to the free flow of traffic at the entrance of Bandar Puteri with constructed barriers without any reference to the residents of Bandar Puteri.

To seek a briefing on the traffic flow and express concerns and reservations of the Bandar Puteri community on its impact.

To achieve a wholesome and compromising solution in lieu of a street protest.

AGENDA:
  1. RESIDENTS DISAPPOINTMENT

    • Datuk Samson (P8) highlighted the discontentment of Bandar Puteri residents with SETIA WALK latest development that caused an immense negative traffic impact to BP Communities.
    • This meeting is called by all Bandar Puteri Community to address the problems with NO politics intent.
    • Datuk asked representative of LLM, LITRAK, & SP Setia to brief the 10 questions listed in his email (as attached)
    • He also reminded al present on the same specific road entry blocked and its repercussions in 2004, which caused an havoc and chaos.
    • LLM/LITRAK & SP Setia have to come up with a long term solutions to the elaborated problems without transferring the traffic problem to Bandar Puteri.
    • He hope to eliminate any future communication failure as this can be avoided with simple communication and joint actions.
    • Awtar Singh (Pusat Bdr Puchong [PBP]) raised his distress that LLM, LITRAK & MPSJ has yet to settle the problems at their zone and created another problem to Bandar Puteri residents.

  2. TRAFFIC SCENARIO AND FUTURE PROJECT IN NEARBY VICINITY

    • Datuk Samson challenged LLM, LITRAK & SP Setia representatives to first build the 3rd lane beforehand?
    • He asked if SP Setia did consider the upcoming VIVO project of IOI, which is considerably of large scale and the traffic impact to Bandar Puteri? - No firm reply given by the LLM, LITRAK nor SP Setia.
    • On behalf of the entire Bandar Puteri community, he asked the developer first to build the 3rd lane and to immediately stop work and to have all barriers removed until we see the new plan with proper approval by the Authorities.
    • He repeatedly stressed on the stoppage and wanted a setback as Bandar Puteri Residents are ready to act. The barrier is not to be extended another inch and to be setback to avoid undesirable outcry of the public.
    • He also highlighted the bone of contention with Bandar Puteri residents the way the 2 lanes constructed can impact traffic into Bandar Puteri at peak hours and congestion if any accident occur or car breakdown and other calamities on this new 2 restricted lanes as had happened in the past year near TESCO.
    • Eddy (P10 Bayan) highlighted that TIA and EIA has to be carried out without fail.
    • Alice (P11) requested to have the Social Impact (SIA) carried out besides the TIA and EIA.
    • Awtar Singh (PBP) asked LLM to answer if this plan has been approved? – Because to his understanding is there was no approval to this new project 4 months ago.

      Tuan Rahim affirmed him that only the old Plan approved but not the new plan.

      Awtar and Awie highlighted the bus stand before the junction turning to Wawasan has not been relocated even after numerous complaints, requests and appeals made because all involving Authorities turned on a deaf ear in this issue that have an absolute dangerous impact to all users and deferring their responsibilities from one to another. He voiced concern if it was legal to have a left turn immediately at the bus stop. No answer was forthcoming.

      He said aloud that the Authorities/developer has altered the initial plan of having a Diamond Interchange below the U-Turn Bridge. He also highlighted the alteration of the drainage system that has caused flood stretching from Pusat Bandar Puchong till Bandar Puteri with no concern for the residents.

  3. PRESENTATION ON THE PLAN BEFORE AND AFTER BY SP SETIA, LITRAK & LLM

    • Mr. Francisco (LITRAK) explained the barrier segregating the 2 lanes for users to Bandar Puteri are temporary. They are going to construct the 3rd lane now as they have just received the approval from MPSJ granting them the land that belongs to the Authority.
    • Technically he explained how the 3rd lane and the slip road was to be constructed. But all Taman representatives insisted to have the new plan and design presented first hence they MUST stop all the work immediately.
    • Tuan Rahim (LLM) confirmed that this new current plan for 3 lanes has not been approved as yet by LLM and they are still working on it.
    • Tuan Rahim also claimed that they DO NOT require any other report other than the TIA to facilitate the new changes on this highway design.
    • Mr. Soh (SP Setia) claimed that these 3 lanes are deemed as an upgrading as it can caters for a higher traffic density as compared to taday’s figures. He was unable to present a complete design and briefing from the EON Bank narrow entrance into Pusat Bandar Puchong to the Bandar Puteri entrance leaving many holes in his presentation.
    • All attending house owners disagreed entirely with Mr. Soh sayings as everyone foresighted a much more disastrous condition than the current situation which is already very traumatic and haphazard.
    • Datuk Samson said changing the landscape without consulting Bandar Puteri communities is in fact a problem. He stressed the need to have a dialogue with Bandar Puteri stakeholders to any change affecting traffic into Bandar Puteri.
    • Suggestion made to SP Setia is to close Setia Walk exit at the slid road heading towards Bandar Puteri and also suggesting all Setia Walk’s tenants, shop owners and shoppers to exit from their main entrance at Wawasan to access the U-Turn Bridge for heading north/KL etc., as this will help cut down the traffic density. Bandar Puteri residents want the proposed traffic flow at the back of Setiawalk to change direction to minimize any inflow into Bandar Puteri to make a U-turn towards Sunway. Currently both lanes of traffic flow are proposed to head towards the Bandar Puteri entrance.

CONCLUSION:

This is the 1st meeting carried out between LLM, LITRAK, SP Setia with Pusat Bandar Puchong, Puchong Hartamas and Bandar Puteri residents.

NO deal or compromises accomplished until all representing residents have a copy of the latest TIA report, new plan and design to have a clearer picture precisely.  Residents want their views incorporated at the next dialogue session.

All representing residents agreed to the followings:
  1. To hold back the protest planned for 1st week of May and to defer it for a short period
  2. Setia/LDP to stop barrier work and have all barriers removed until the 3rd lane is ready for use
  3. To allow LLM, LITRAK & SP Setia to study and restructure the plan, and also to carry out the TIA Study if it has not been done
  4. To have the 2nd meeting when all acquired documents are ready
The next protest date has been scheduled for a public holiday on first week of June.

AGENDA

JABATAN LANDSCAPE : Puan Azlina confirmed that
  1. Basketball Court :
    will be budgeted for next year (2013) as this year the money they received is only meant for repairs and upkeep.

  2. Reflexology Stone :
    Landscape will replace the existing one with a complete new ready- made reflexology stone slab. It will take at least a month and a half for completing the requisition procedure before the project completed.

  3. RAMP for Elderly, Handicapped & Infant on Pushcart
    It will be funded by JKP Zone 16 and agreed by JKP Chairman Cr. Chang Kim Loong. Landscape will furnish the spec and quotation to JKP beforehand for evaluation and funding.

  4. PLANTS CUTTING AND TRIMMING
    Puan Azlina agreed to have the plants trimmed once every 2 months instead of the usual 4 months period. They also said that the clearing of all garden trash at the playground is under their responsibility. Same goes to the chopped big plant/branches.

  5. ROCKS AND STONE AT MAIN PLAYGROUND AND EMPTY LAND NEXT TO AYER ITAM RESERVED FOREST
    RA highlighted that there are too many big stones/rocks at the playground and at the empty land situated at Jalan Puteri 11/1A, which need clearing up as it is unsafe for children who played around these areas.
JABATAN PERANCANGAN BANDAR
  1. Gated & Guarded
    • RA has finally received the proper acknowledgement from MPSJ PERANCANGAN thanks to the support of our MPSJ Councilor Cr. Chang Kim Loong.
    • RA has to furnish them with ROS Constitution, Plan to show the G & G site/area covered. 
    • RA has to furnish them with the TOL file reference and RA has checked with the Pejabat Tanah Petaling that they are in the process of preparing a letter to Perancangan to obtain their support before Land Office can approved our RA the TOL applied in May 2011. 
    • RA has already furnished them the 97% signed consensus

  2. PUTERI HILLS
    Cik Rohana said that they have to discuss with the Engineering Dept. our request for
    • IKRAM Report on Slope Stability,
    • IKRAM Report confirming that entrance/exit cannot be relocated to Laman Puteri 3 and the reason why,
    • A copy of the Summarized Traffic Impact Study and
    • Soil Test report, before furnishing us a copy of it.

  3. STATUS OF PUTERI HILLS PROJECT
    • Cik Rohana said that no approval has been endorsed as yet.
    • Still waiting for the developer to furnish them with the report on various checks and will have to discuss in the OSC.

  4. DATE SCHEDULE FOR 3RD MEETING WITH IOI
    • Cik Rohana said they will make necessary arrangement and let us know the date once they have it

  5. MINUTES OF MEETING ON 16 FEB AND 28 MARCH 2012
    • RA has received 2 sets of Minutes for the abovementioned dates and will verify its accuracy

  6. OTHER MATTER (VOICED UP IN THE MEETING)
    RA highlighted the Club House build by IJM at the edge of the hilltop facing Puteri 11 Semi-Ds and located at the slope of Class IV can be a threat to Puteri 11 in future.
    Therefore RA asked if it is possible to build a Retention Wall or Rubble Wall as a protective measures and whose responsibility to do it? It’s IOI or MPSJ? En. Ariffuddin requested Perancang to check and to visit site.

  7. OTHER MATTERS (NOT MENTIONED IN THE MEETING)
    • RA has furnished 2 photos of the slope elaborating the degree of steepness of the slope of 35 degrees and 50 degrees with sign of land erosion. 1 photo to show the crack shown on Puteri Bayu Apartment’s Wall to Cik Rohana after the meeting.
    • RA highlighted that our slope is under category of between Class 3 and 4, which is not supposed or fit to have any developments or high density developments and requested her to convey this message to En. Hazman
    • Also RA stressed to Cik Rohana that under the Garis Panduan set by the Board of Planning (Negeri Selangor) stating that all building/development should construct from low land to high land, whereas for our area was constructed from High land to low land which is not substantial for Road and Drainage planning.
    • RA also elaborated that the development on land/slope categorized under Class 3 must not exceed 3- Storey (Bungalow, Semi-D or Terrace house) and MUST BE of low density.
    • Perancangan must also consider the Social Effect Analysis besides EIA. It is a MUST to carry out EIA for Class 3 too.
    • RA also request for confirmation from Perancangan the “Plinth” and the distant of the appropriate “Buffer Zone” between Puteri 11 and Puteri Hills Project. Cik Rohana will check and advise in the next meeting.

JABATAN PERKHIDMATAN
  1. WASTE/TRASH CLEARANCE
    Advised by Cik Rodhiah schedule for clearance is as follows;
    • Garden Waste – Every Tuesday and Thursday
    • Domestic Waste – Every Monday, Wednesday and Friday
    • Grass cutting & Streets Sweeping– every 1st week and 3rd week of the month (3 days to complete task)
    • Drain cleaning – every 2nd week and 4th week of the month

  2. RA was requested to advise Puteri 11 residents to place the packed light and small garden waste at their front door and will be collected by Domestic Waste Truck instead of leaving it at the road side.
    • RA agreed and will notify residents accordingly.

  3. Self-Help Scheme
    • Mr. Chang highlighted this scheme to Puan Azlina and Cik Rodhiah that he will propose this scheme in their next meeting.
      He elaborated that RA will take full charge in hiring the labor for sweeping the streets in the Taman and also grass cutting. The funds assigned to the Main Contractor will be deducted and allocated to JKP accounts to pay all labor either to the RA concerned on the amount incurred or to the worker directly once this proposal is approved.
      Expected time of commencement: Probably in June 2012 (if approved) Puan Azlina and Cik Rodhiah agreed to it. Hence Cik Rodhiah will continue to supervise until changes are in place.
JABATAN KEJURUTERAAN
  1. RA thanks En. Ariffuddin and his subordinates to have 2 junction mirrors installed at the curve at Jalan Puteri 11/1A and the curve between Jalan 11/1 and 13. They can only provide 2 instead of 3 as they have to distributed funds fairly and accordingly.

  2. RA also highlighted the importance to have the Speed-breaker at the curve after the guardhouse

  3. En. Ariffuddin will instruct his team to check on the ponding occurred at the patched hump at Jalan Puteri 11/13 (in front of Hse 3 or 5). He suspected the lack of “Chamber”. If it is of this reason they will do the layer of chambering for water to flow.

  4. He highlighted to RA that this kind of problems is actually caused by residents especially with on-going renovation and car washing. Resident who intend to renovate their premises should first attend to them for consultation and they will be furnished with proper guideline and the knowhow to prevent the ponding situation. He requested RA to inform and to bring about the awareness to residents accordingly. RA will act accordingly.

  5. En. Ariffuddin assured us that he will not give any approval to IOI unless they have done the entire Slope Stability test and the stability of the retention wall situated along Jalan Puteri 11/1 as RA stresses the seriousness of Puteri 9 problem due to the crack of the retention wall.

  6. Alice has informed En. Ariffuddin that the rectification works on Jalan Puteri 11/1 was stopped and wanted to know from him if this work has to be carried out further.
JABATAN KESIHATAN
  1. Puan Fauziah (RA member) brought to the attention of Jab. Kesihatan representative regarding the black water tanks (more than 10 barrel) lying around the empty land on jalan Puteri 11/1A (for couple of months) may become the mosquitos’ breeding ground.
    She requested MPSJ to issue notice to IOI or their contractor as we have forwarded various complaints but was to no avail.

    Chang then instructed Jab. Kesihatan to look into this matter promptly and to notify the party concerned with a specific time frame for clearance or otherwise Summons be issued if problem prolonged. MPSJ will also look into the seizure process.
JABATAN PEMBANGUNAN
  1. Alice addressed to the issue of new location of Communication Tower (Asiaspace) and intended to have the progressing feedback.
    She also stressed that RA cannot take any decision on this issue because RA requisite consensus from majority to have a clear and precise mandate.
    In such case she requested En. Azmi to facilitate a Q & A session between Datuk Ghani and P11 residents before installation take place, to avoid undesirable protest.

    Mr. Chang suggested the Q & A session to take place on our coming AGM on 29April, 2012.

    All parties agreed to this suggestion.

  2. En. Azmi said the Communication Tower (Asiaspace) will be placed at the new Site located between Puteri 12 and Puteri 11 access road (near to the water tank).
    Asiaspace has submitted their application to the Secretariat of State Government hence is waiting for the official grant of land to them for this purpose.
    He will comply with our request to have Datuk Ghani, CEO of Asiaspace to have the Q & A session during our AGM.
