Brief Report On Meeting Between Litrak, Llm, Sp Setia, Wawasan, Puchong Hartamas & Bandar Puteri Residents On 25 April 2012

IN BRIEF: -    

This meeting is with an intention to address the current emergence of barriers to the free flow of traffic at the entrance of Bandar Puteri with constructed barriers without any reference to the residents of Bandar Puteri.

To seek a briefing on the traffic flow and express concerns and reservations of the Bandar Puteri community on its impact.

To achieve a wholesome and compromising solution in lieu of a street protest.

AGENDA:
  1. RESIDENTS DISAPPOINTMENT

    • Datuk Samson (P8) highlighted the discontentment of Bandar Puteri residents with SETIA WALK latest development that caused an immense negative traffic impact to BP Communities.
    • This meeting is called by all Bandar Puteri Community to address the problems with NO politics intent.
    • Datuk asked representative of LLM, LITRAK, & SP Setia to brief the 10 questions listed in his email (as attached)
    • He also reminded al present on the same specific road entry blocked and its repercussions in 2004, which caused an havoc and chaos.
    • LLM/LITRAK & SP Setia have to come up with a long term solutions to the elaborated problems without transferring the traffic problem to Bandar Puteri.
    • He hope to eliminate any future communication failure as this can be avoided with simple communication and joint actions.
    • Awtar Singh (Pusat Bdr Puchong [PBP]) raised his distress that LLM, LITRAK & MPSJ has yet to settle the problems at their zone and created another problem to Bandar Puteri residents.

  2. TRAFFIC SCENARIO AND FUTURE PROJECT IN NEARBY VICINITY

    • Datuk Samson challenged LLM, LITRAK & SP Setia representatives to first build the 3rd lane beforehand?
    • He asked if SP Setia did consider the upcoming VIVO project of IOI, which is considerably of large scale and the traffic impact to Bandar Puteri? - No firm reply given by the LLM, LITRAK nor SP Setia.
    • On behalf of the entire Bandar Puteri community, he asked the developer first to build the 3rd lane and to immediately stop work and to have all barriers removed until we see the new plan with proper approval by the Authorities.
    • He repeatedly stressed on the stoppage and wanted a setback as Bandar Puteri Residents are ready to act. The barrier is not to be extended another inch and to be setback to avoid undesirable outcry of the public.
    • He also highlighted the bone of contention with Bandar Puteri residents the way the 2 lanes constructed can impact traffic into Bandar Puteri at peak hours and congestion if any accident occur or car breakdown and other calamities on this new 2 restricted lanes as had happened in the past year near TESCO.
    • Eddy (P10 Bayan) highlighted that TIA and EIA has to be carried out without fail.
    • Alice (P11) requested to have the Social Impact (SIA) carried out besides the TIA and EIA.
    • Awtar Singh (PBP) asked LLM to answer if this plan has been approved? – Because to his understanding is there was no approval to this new project 4 months ago.

      Tuan Rahim affirmed him that only the old Plan approved but not the new plan.

      Awtar and Awie highlighted the bus stand before the junction turning to Wawasan has not been relocated even after numerous complaints, requests and appeals made because all involving Authorities turned on a deaf ear in this issue that have an absolute dangerous impact to all users and deferring their responsibilities from one to another. He voiced concern if it was legal to have a left turn immediately at the bus stop. No answer was forthcoming.

      He said aloud that the Authorities/developer has altered the initial plan of having a Diamond Interchange below the U-Turn Bridge. He also highlighted the alteration of the drainage system that has caused flood stretching from Pusat Bandar Puchong till Bandar Puteri with no concern for the residents.

  3. PRESENTATION ON THE PLAN BEFORE AND AFTER BY SP SETIA, LITRAK & LLM

    • Mr. Francisco (LITRAK) explained the barrier segregating the 2 lanes for users to Bandar Puteri are temporary. They are going to construct the 3rd lane now as they have just received the approval from MPSJ granting them the land that belongs to the Authority.
    • Technically he explained how the 3rd lane and the slip road was to be constructed. But all Taman representatives insisted to have the new plan and design presented first hence they MUST stop all the work immediately.
    • Tuan Rahim (LLM) confirmed that this new current plan for 3 lanes has not been approved as yet by LLM and they are still working on it.
    • Tuan Rahim also claimed that they DO NOT require any other report other than the TIA to facilitate the new changes on this highway design.
    • Mr. Soh (SP Setia) claimed that these 3 lanes are deemed as an upgrading as it can caters for a higher traffic density as compared to taday’s figures. He was unable to present a complete design and briefing from the EON Bank narrow entrance into Pusat Bandar Puchong to the Bandar Puteri entrance leaving many holes in his presentation.
    • All attending house owners disagreed entirely with Mr. Soh sayings as everyone foresighted a much more disastrous condition than the current situation which is already very traumatic and haphazard.
    • Datuk Samson said changing the landscape without consulting Bandar Puteri communities is in fact a problem. He stressed the need to have a dialogue with Bandar Puteri stakeholders to any change affecting traffic into Bandar Puteri.
    • Suggestion made to SP Setia is to close Setia Walk exit at the slid road heading towards Bandar Puteri and also suggesting all Setia Walk’s tenants, shop owners and shoppers to exit from their main entrance at Wawasan to access the U-Turn Bridge for heading north/KL etc., as this will help cut down the traffic density. Bandar Puteri residents want the proposed traffic flow at the back of Setiawalk to change direction to minimize any inflow into Bandar Puteri to make a U-turn towards Sunway. Currently both lanes of traffic flow are proposed to head towards the Bandar Puteri entrance.

CONCLUSION:

This is the 1st meeting carried out between LLM, LITRAK, SP Setia with Pusat Bandar Puchong, Puchong Hartamas and Bandar Puteri residents.

NO deal or compromises accomplished until all representing residents have a copy of the latest TIA report, new plan and design to have a clearer picture precisely.  Residents want their views incorporated at the next dialogue session.

All representing residents agreed to the followings:
  1. To hold back the protest planned for 1st week of May and to defer it for a short period
  2. Setia/LDP to stop barrier work and have all barriers removed until the 3rd lane is ready for use
  3. To allow LLM, LITRAK & SP Setia to study and restructure the plan, and also to carry out the TIA Study if it has not been done
  4. To have the 2nd meeting when all acquired documents are ready
The next protest date has been scheduled for a public holiday on first week of June.
